The idea was that certain enemies try to attack your weakest point instead of just attacking head-on. If an enemy were able to brainwash Shannon and Raquel and make them abandon their duty as Pacifica's guardians--or worse, force them to attack her themselves--that would be the worst possible situation. Of course they already know that the Peacemakers are capable of such an attack, but they also know that Pacifica is able to counter them. What Raquel is most concerned about is the possibility of a human enemy achieving the same results via hypnotic suggestion. Pacifica wouldn't be able to do anything about that, so Raquel figures it's best to have some kind of counter-measure prepared beforehand.
She came up with a sort of barrier against brainwashing that works by compacting Shannon's consciousness and forcing it deep within his mind, then constructing a sort of dummy consciousness to occupy the forefront of his mind and control his body's movements while his true consciousness lays dormant. That way the mind-controller would be fooled into thinking the dummy consciousness was indeed Shannon, target it, and attempt to control it. Doing so would awaken Shannon's true consciousness and bring it back to the forefront of his mind, untouched by the mind-controller's abilities. Well. In theory, anyway.
And of course it would take too much time and effort to construct a dummy consciousness from scratch, so she used Soupy-kun's (imaginary) soul instead.

What IS up with him and balloon breasts everywhere?
It's really the only complaint I have re: his art style--we've already mentioned how even male characters end up looking vaguely boobtastic. OTOH, nothing in SutePri ever even comes CLOSE to being as ridiculous as his Ayanami Rei pr0n. Maybe I'm not the best person to judge, but I can't see how anyone could take those things seriously. XD;
