I have a feeling this was addressed in the fourth supplement or something, but I'm too lazy to check right now. At a guess, I'd say that since Shannon is basically a science-based reincarnation of Beckenham, then that probably means Beckenham had the same kind of "MUST PROTECT" complex. So it's possible that he intended Zeffy's child-like appearance to keep him from just using her power and treating her like a weapon, rather than to have any kind of effect on that enemy.
That said, I wonder why (since the Dragoons' appearances can be configured to some degree by their D-Knights) Sylvia Douglass couldn't just make hers a manly man. Complete with blue hair that reaches his feet, of course.
she is probably attached to the form she is in now just because it was Beckenham who configured her to look like that.
